REMARKS: Possible oil was observed in satellite imagery. This anomaly is unconfirmed as oil. The apparent slick extended about 13 NM in total length, had unnatural bends and turns, had very good contrast relative to its background and had areas of widening with distance. The anomaly extended from US waters to beyond the US EEZ. Winds were out of the E at 10 KT at the time of the image. Although a point source was not recognized, the above characteristics correlate with a bilge dump. Given the above factors we have HIGH confidence in this assessment.
